Revenue Budget Manager
Role Responsibility
Kent County Council’s Revenue and Tax Strategy Team are looking for a suitable candidate to join their small and highly respected team within the Finance Division. This vacancy is being advertised as a permanent position, full-time (37 hours per week), and will be based at Maidstone although the team currently operates hybrid working arrangements involving some office and home working.
The Revenue and Tax Strategy Team has a unique perspective of having a strategic focus on the whole Council’s revenue budget including its funding. The team are responsible for co-ordinating the building and production of the annual revenue budget and Medium-Term Financial Plan (MTFP) for the Council which includes modelling funding scenarios prior to confirmation of funding levels from the Local Government Finance Settlement and local taxation. This involves working with many stakeholders across the Council and with external partners. Although the team’s work hinges on the annual budget approval process in February, many of the tasks are varied and challenging in their nature. The ideal candidate will need to be a self-starter, be able to manage changing priorities and must be able to use their initiative to solve complex technical problems.
This is an exciting time to join the team as they prepare for the implementation of Oracle Cloud and realise the benefits of the Budgeting and Planning module. The team has already embraced the use of Office 365 through the development of a Budget Power App and numerous Power BI dashboards for the timely reporting of relevant information.
This role gives a unique opportunity for someone who wants to apply their technical expertise in managing Council finances, whilst collaborating with others to prepare KCC’s MTFP and provide strategic focus as part of Securing Kent’s Future. You must share our passion to deliver high quality outputs that are relied upon to help inform decision making by Members and Senior Officers. The right behaviours and attitudes are as important to us as the skills required to fulfil the role.
This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements. The appropriate standards are set out in the Job Description/Person Specification.
