East Kent Street Works Manager

Role Responsibility

Kent is a vibrant and busy County and is a corridor to Europe, it has 5’400 miles of roads of diverse nature each with their own unique challenges. Against this background Kent County Council Highways has a vital role to play in ensuring the County stays on the move by maintaining and enhancing our road networks. By doing so it supports social wellbeing and economic prosperity. It is also essential for emergency services to execute their work: policing, fire, and emergency response provision. These services are a key part of a functioning society and cannot exist without well-maintained and well-managed highway assets.

Kent has been at the forefront of progress in streetworks legislation with well-respected and established Permit and Lane Rental schemes. These are key in mitigating and minimising the impact of road and street works, a key role for the KCC Street Works Team, with their work designed to meet the mission statement “manage the use of Kent’s roads to help people make safe and reliable journeys”.

KCC Highways is looking for a Streetworks Manager, KR11 grade from £39,812 up to £45,589, to support and drive the delivery of their objectives through proactive coordination of road and street works, and activities on Kent’s roads.

You will provide high level expert advice and management to the Street Works co-ordination team in support of all aspects of the Street Works service. Lead, direct and manage the Street Works team in ensuring statutory and corporate objectives are delivered and ensuring compliance with requirements as set out by the New Roads & Street Works Act 1991 (NRSWA). You will be integral to ensuring the continued successful operation of the Kent Lane Rental Scheme and Kent Permit Schemes.

The post holder will need to be confident in communicating with stakeholders at all levels including multi agency partners, Councillors (Parish, District and County), MPs, utility companies, public transport providers, senior managers as well as members of the public. Excellent communication skills are required to be able to communicate effectively with these stakeholders, both verbally and in writing.

With an accreditation in Street Works, you will have proven experience of dealing with traffic management and coordination issues with a high level of awareness of relevant legislation.

You should have a sound knowledge of all Microsoft office applications and have a high level of computer literacy and Knowledge of Street Manager software packages.

It is essential that as the team operates in a highly reactive work environment you are able to prioritise your own workload, work to tight deadlines, be methodical in your approach, use initiative and operate with minimum supervision,.

This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements. The appropriate standards are set out in the Job Description/Person Specification.
