Highway Structures – Programme Manager (Revenue)

An opportunity has arisen for an experienced individual who is keen to demonstrate their leadership and project delivery skills. You will need to be a Chartered Engineer and have experience with highway structures such as bridges, culverts, retaining walls and reinforced earthworks and a desire to pass this knowledge on to others. 

The successful candidate will lead the team responsible for delivering our inspections, assessments, and minor maintenance programmes on Kent County Council’s highway structures assets. You will be responsible for ensuring the delivery of these schemes within timeframes, budgets and to a good quality by working with our supply chain. You will be able to use a risk-based approach to prioritise competing demands and will be open to innovative ways of delivering the service. You will be reporting to the Structures Asset Manager and be responsible for a team of Engineers and a forward work programme of approx. £2.25million per annum.

The role will be challenging and varied and will offer the successful applicant an opportunity to develop their career with a client organisation in the Civil Engineering sector.

About you

We are looking for a Chartered Engineer with either the Institution of Civil Engineers or the Institution of Structural Engineers (or equivalent) with experience leading a team and ensuring delivery on time, to quality and within budget. You will be highly organised, with the ability to manage multiple projects at a time, with a robust understanding of project management best practices. You will have experience of bridge asset management and be comfortable with decision making to support the well managed highways approach to asset management.

You will have effective leadership skills and be comfortable providing strategic direction for the team. You will be capable of delivering projects/work streams including:

  • Adopting a risk-based approach to prioritising and scoping works.
  • Managing the development and delivery of the principal and general inspections programme, additional special inspections programmes such as underwater, confined spaces, trackside, etc.
  • Managing the development and delivery of the structural reviews and assessments programme, including substandard and scour assessments.
  • Managing the development and delivery of the minor works programme, including repainting schemes and expansion joint replacement schemes.
  • Leading and develop a team of Inspectors and Engineers to scope, procure and deliver the inspections, assessments and works programmes.
  • Engaging with stakeholders and wider Highways teams to support delivery of the structures programme and ensure compatibility with wider Highways programmes.
  • Prepare briefs for NEC framework consultants and term maintenance contractors, bid/quote analysis and contract administration.
  • Financial reporting and budget management for the Structures Revenue Team.

The Structures Programme Manager (Revenue) role is a KR13 grade. Ideally, we are looking to recruit to a full-time post, but will consider applications for flexible working patterns including job shares, term time only, staggered start times and finishes and hybrid working. The role will be based in Ashford, Kent, although staff are working from home when they are not required in the office or on site.

The Highway Structures in our care represent a significant proportion of the value of the highway network and as a team we take great pride in managing those assets effectively for both current and future generations. We are responsible for approximately 1,100 bridges and viaducts, 570 large culverts, 450 other structures (such as retaining walls, underpasses and gantries) and 2 tunnels. We are also responsible for over 250km of safety barriers on the network as a team.
