Structures Development Team Leader

Role Responsibility

Kent County Council Highways Transportation and Waste are looking to recruit an enthusiastic Civil/Structural Engineer who is ready to take the next step in their career and become a Structures Development Team Leader. You will be working with the Structures Asset Manager and the other Structures Team Leaders to shape the future of our Highway Structures Team.

The Structures Development Team are part of the Highways Asset Management business unit, which is responsible for approving, inspecting, repairing and maintaining KCC highways. The aim of the Highways Team is to keep KCC highways safe and provide the best highway service to Kent’s residents, visitors and businesses, whilst co-ordinating activities on the highway to minimise disruption to road users and facilitate utility services, whilst ensuring the sustainability and cost effectiveness of any proposals.

We are looking for someone who can prioritise competing demands and objectives, has good team working skills and the willingness to learn and develop into this role. We are looking for someone who has recently or nearly completed their professional development with the Institution of Civil Engineers or the Institution of Structural Engineers. We are able to offer assistance in setting up a mentoring arrangement for the Institution of Civil Engineers professional development and the nature of the role means you will quickly gain experience in many of the key development areas, including managing teams, contracts and budgets. The post holder will provide strategic direction for the team and give technical advice to their team members, including:

  • Acting as Technical Approval Authority for KCC as the Highway Authority;
  • Managing the Technical Approval Procedure and its implementation within Kent;
  • Reviewing and overseeing reviews of team members for technical submissions from scheme promoters for highway structures, geotechnical assets, road restraint systems and highway oversailing features;
  • Mentor junior team members to develop their technical and project management skills;
  • Prepare briefs for NEC framework consultants and other service providers to supplement our existing internal team as necessary;
  • Manage the handover of new assets to the Assessment and Operations Teams within Structures and establish KCC minimum standards for such assets.

The Structures Development Team Leader role is a KR11 grade, full time role and flexible working requests will be considered. The role will be based in KCC’s Ashford Henwood depot – although KCC are committed to flexible working options including hybrid working and work from home as suits the post.

In the current climate staff are working from home or in reduced occupancy and Covid assessed offices. Computers are provided to facilitate the safest environment possible whilst ensuring the continuation of the business needs.

This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements. The appropriate standards are set out in the Job Description/Person Specification.
