Strategic Financial Adviser – Public Health
Role Responsibility
Kent County Council (KCC) is looking to recruit a Strategic Financial Adviser – Public Health. This post is offered on a permanent, full time basis (37 hours per week) however we also welcome applications from candidates looking for part time working on a flexible basis (part time working would equate to an average of 3 days a week although the precise arrangements can be adapted to suit the needs of both the role and individual circumstances). The primary location for the role is Maidstone and the successful candidate will undertake hybrid working (both home and office working, according to business needs). Both internal and external applicants are welcome.
The Role
This is an exciting opportunity as KCC refocuses work of Public Health. The post holder will play a significant lead role in championing KCC’s financial strategies and processes at a senior level within Public Health and more widely across the whole of the County Council, by providing strategic financial advice and support to the Director of Public Health, the Public Health Management Team and relevant Cabinet portfolio holders.
The role is responsible for leading on the strategic oversight of the Public Health budget through monitoring compliance with the terms of the ring-fenced specific grants, financial appraisal of all major policy options and initiatives, preparation of public health budget and medium term financial plan, evaluation of in-year budget variances and Public Health reserve, and closure of annual accounts relating to Public Health. The role may also be asked to provide financial advice on wider public health issues affecting the council including NHS related financial issues and welfare related issues outside the scope of the Public Health grant.
The successful applicant will hold CCAB Qualification (CIPFA, ACCA, CIMA or ACA) or have extensive relevant experience at a senior level in a complex organisation and will possess a good understanding of local government finance legislation, processes and procedures. You will have effective excellent influencing, negotiating and interpersonal skills with people at all levels, internally and externally. You will have the ability to use initiative with complex issues, thinking through implications for an organisation and make well-reasoned judgements and decisions. You will have a good understanding of local government finance legislation, processes and procedures.

The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements.
