Senior Procurement Officer
Role Responsibility
As part of a workforce expansion, we have some exciting new opportunities for highly motivated individuals to join the Strategic Commissioning Procurement & Commercial team as Senior Procurement Officers. Opportunities available will be considered on a permanent, fixed term or secondment basis, determined on the area of business need.
The Procurement and Commercial team work across Directorates to deliver the work pipeline to support its business objectives. Categories include:
- Growth and Communities
- Environment and Waste
- Highways and Transportation
- Property
- Facilities Management
- Consultancy
- Indirects (Common Goods and Services) – including Finance, HR, ITC
These roles will support the Procurement Lead in commercial procurement within categories that could include Indirects (including but not limited to Finance, People and Comms, HR, ITC), Property Construction and the Growth, Environment and Transportation areas.
You may have line management responsibility for 1 or 2 team members.
You will:
- Have excellent work ethic, be highly organized and able to manage multiple projects;
- Be able to demonstrate a strong knowledge within either the Indirects Category, Property Construction or the Growth, Environment and Transportation areas.
- Have understanding of category management principles;
- Have strong commercial acumen with demonstrable stakeholder relationship management skills;
- Have experience with managing public sector procurement processes that comply with legal frameworks as well as corporate and government policies;
- Be able to formulate a well evidenced commercial case / procurement plan based on KCC’s service requirements;
- Have experience using online sourcing system(s) to facilitate procurement processes;
- Have experience with negotiating and developing services contracts; and
- Have excellent excel and word skills
This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements. The appropriate standards are set out in the Job Description/Person Specification.
