Senior Business & Asset Development Officer

Role Responsibility

There is an exciting opportunity to join the Resource Management and Circular Economy Service in Kent. This strategic role focuses on delivering projects and managing assets that support the effective operation of the council’s waste and environmental infrastructure. The Senior Business & Asset Development Officer will be responsible for delivering a variety of activities and projects that bring significant council savings, ensure legislative compliance, and enhance service efficiencies, contributing to the overall sustainability and effectiveness of KCC’s Resource Management operations.

 

The role will lead the delivery of a range of projects across the service, including infrastructure modernisation, operational improvement, asset maintenance and policy development. You will coordinate and monitor project progress, identify risks, constraints and opportunities for improvement, and ensure projects meet agreed milestones, budgets and statutory requirements. You will provide clear and timely updates to senior managers and, where required, elected Members.

 

A key element of the role is managing the Asset Management Plan for operational sites, incorporating planned preventative maintenance, lifecycle costing, risk mitigation and longer-term investment planning. You will oversee maintenance and upgrade works to waste and environmental infrastructure, ensuring contractor performance, value for money, compliance with health and safety standards, and minimal disruption to frontline services.

 

You will identify opportunities to improve infrastructure delivery and project approaches, embedding innovation, lessons learned and best practice into future activity. The role also involves undertaking or supporting commissioning, planning, permitting and lease negotiations, as agreed with senior managers, to ensure successful project delivery.

 

You will keep abreast of emerging legislative and regulatory changes and developing technologies that affect the service, advising senior management on compliance requirements, risks and opportunities. Maintaining effective communication with internal teams, contractors, consultants and external organisations will be essential to support informed decision-making and successful outcomes.

 

The role requires collaborative working with County, District and Borough Council colleagues, as well as external partners including contractors and other stakeholders.

 

This post would suit someone with experience in project delivery, asset or infrastructure management, and stakeholder engagement. You will need to be comfortable managing multiple workstreams, working independently, and prioritising your workload. The successful applicant will have confidence in communicating with stakeholders, be able to explain complex or technical matters clearly, and be computer literate with experience using relevant software systems, spreadsheets and databases.


This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements.
