Programme Manager - Minor Works Manager

Role Responsibility

We are seeking a highly organised and experienced Programme Manager to join our expanding Capital and Strategic Programme Team, responsible for delivering a multitude of infrastructure projects across Kent. The Programme Manager will be responsible for overseeing the planning, implementation, and execution of various projects and initiatives for the Minor Works Team ensuring the KCC portfolio remains safe, warm and dry. This role requires excellent leadership skills, strong project management abilities, and the ability to collaborate effectively with cross-functional teams.

In your role, you will be instrumental in providing high-quality service managing the minor works programmes in line with budget parameters ensuring stakeholder and communication management is exemplary. The role requires the successful candidate to lead the team in delivering projects both within and across Directorates and partnership agencies, utilising recognised project management methodologies to ensure that all projects are delivered effectively, to the required standard within the agreed deadlines and in accordance with existing and new Directorate and corporate policies and procedures.

Requirements

  • Level 5 Qualification or equivalent professional qualification in Property/Project Management (e.g. RICS/CIOB/APM)
  • Management of large capital programmes at a senior level, preferably in a public sector environment
  • Experience of leading a team including its performance and the management of individuals, performance management of suppliers and frameworks
  • Experience of developing and delivering within a quality assurance environment and using systems including ISO standards
  • Experience of managing large programme budgets and monitoring in accordance with KCC’s operating environment and systems.
  • Experience of leading a one team approach and taking an active role in encouraging the team members to establish positive relationships and work collaboratively across the wider service.
  • Excellent organisational ability, providing supportive leadership, innovation and motivation to others. Sound financial and budget management understanding
  • Experience of working in a building industry environment 
  • Experience of Contract Management
  • High level of computer literacy
  • Proficiency in Microsoft Office 365 applications
  • Strong communication skills

This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements.
