Highway Manager

Role Responsibility

An opportunity has opened within the Highway Operations Team for two Highway Managers. These roles will be full-time positions on a 37 hours per week contract (Monday to Friday). Candidates will be able to utilise hybrid working with a mixture of working from home and the office. The office base will be Sandwich (Dover Highway Manager) and Aylesford (Tonbridge and Malling Highway Manager). Other offices can be utilised.

As a Highway Manager you will be responsible for the management of a small team of Highway Engineers and Highway Stewards, providing them with an operational direction. You will be responsible for the team’s delivery of both reactive and capital budgets and customer enquiries as well as the management and performance monitoring of the term maintenance contractor that carries out the operational works, and the Pothole Blitz Contractors that deliver localised pothole and patching repairs. Candidates should be able to demonstrate excellent leadership skills and knowledge of finance and budget management is essential. Candidates will work closely on a day-to-day basis with both internal and external customers, County Members, District/Borough Councillors and Parish Councils as well as other stake holders, and will need excellent communication and interpersonal skills, with the ability to deal with the public in difficult circumstances, be self-motivated, willing to learn and the ability to manage workloads.  A firm understanding of how Highway Authorities and Local Government work will be expected.

You will be required to attend Joint Transportation Board meetings (JTB) for your District on a quarterly basis, which are generally virtual meetings, and you may be called upon to attend other JTBs to assist colleagues during times of absence. These meetings are held outside of normal office hours.

This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements. It is essential that the candidate can travel across a wide geographical area in a timely and flexible manner at various times of the day and candidates must have a full driving licence.
