Digital Programme Lead
Role Responsibility
The Technology Division is looking for a lead officer for the Community Services Programme Digital workstream. This role will be a 12 month secondment, and will work with other workstream leads and will coordinate the activities of a number of Council digital transformation programmes to ensure their alignment with the Strategic reset programme.
About the programme
KCC has defined an ambition for current service models to move to a digital-first approach where possible, encouraging residents and service users to connect with its services digitally by default and supporting the delivery of a zero-carbon footprint before 2030.
Place making forms a key aim of The Kent and Medway Infrastructure Proposition and the plans for Economic Recovery and Renewal, whereby plans will focus on the quality and sustainability of growth, and the role digital has to play in this. Customer expectations are changing, and the council must consider a number of factors when designing future community services for its residents. Customers expect a seamless, integrated experience incorporating self-service and contactless services. They expect a customised personal experience tailored to their needs, and incorporating data that they have provided to the Council, to shape the services that they receive.

We are looking for an experienced change professional with a proven track record to deliver and implement a programme of this size, with the skills, and relevant experience to lead the delivery of this crucial work. If you are a talented professional who can drive real change and has experience working in and around large complex programmes, we want to hear from you.
Essential Requirements:
- Qualification in programme, project or change management, or specialist areas relevant to the programme being delivered
- Experience of successful management of significant and demanding programmes or projects including experience of coordinating varied workstreams
- Experience of working successfully in an environment requiring extensive liaison and engagement of others
- Experience of working with local authority senior managers, and large stakeholder groups
- Knowledge of formal project/programme management techniques
- Able to lead and motivate teams and staff, setting clear priorities and objectives and negotiating and implementing effective outcomes.
