Capital Finance Manager
Role Responsibility
Kent County Council has an exciting opportunity for a qualified accountant with a capital and/or technical accounting background to join its Finance team as Capital Finance Manager. This post is offered as 18.5 hours per week (0.5 FTE) as part of a successful, established job-share arrangement providing a rare opportunity to work part-time at a senior level in the Finance function. Together the Capital Finance Managers co-lead the Capital Finance Team which is responsible for all aspects of Capital Finance from capital strategy, budget setting & monitoring to accounting for all capital spend.
This role leads on the technical accounting elements, providing advice to budget managers and finance colleagues on capital related matters, overseeing asset valuations & accounting, the production of the capital elements of the Statement of Accounts and liaison with the external auditors, and leading on key capital accounting developments including implementation of new accounting standards that affect capital. The post holder will also input into the ongoing Oracle Cloud Project.
You will be a member of Finance Operations Management Team and Extended Finance Leadership Team, so play a key role in the leadership and management of the Finance function as well as the Capital Finance Team. The post also has line management responsibilities.
The role involves working closely with senior internal and external stakeholders including Chief Accountant, External Audit manager, asset valuers, senior Infrastructure colleagues and service managers.
Alongside capital / technical accounting knowledge and experience, or the aptitude and appetite to acquire this quickly, candidates would need to demonstrate excellent interpersonal, communication and people management skills, the ability to deliver high quality work under pressure, enthusiasm and drive.
The contractual base is Sessions House, although the post holder currently works predominantly from home, with some office working as required in Maidstone.
