Budgeting & Technical Accounting Manager

Role Responsibility

We are looking for an experienced candidate to fill the role of Budgeting & Technical Accounting Manager, within Kent County Council’s Chief Accountant’s Team, Finance division. The primary location of this role is Maidstone Kent, although hybrid working (home and office working) is expected. This post is permanent, full-time (37 hours a week). This post is open to both internal and external applicants.

As Budget & Technical Accounting Manager, you will be the deputy to the Chief Accountant in all areas, apart from Commercial aspects of the team.  The successful applicant will be a Qualified Accountant, with technical knowledge of both Capital and Revenue budget monitoring and accounting.  Excellent communication and report writing skills are required. Please see attached job description for full details. The role will include managing the following:

•            Budget Build – co-ordination of delivery of the Finance Operations aspects of budget build

•            Budget Monitoring – pulling together the final monitoring report, reviewing accuracy of reported position

•            Year-end financial statements – specific assigned areas of the financial statements, liaising with the auditors

•            Whole Government Accounts

•            Implementing new/revised accounting standards

•            Delivering improvements and/or redesign of current processes across these areas

This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements.
