Accountant Level 2 (Treasury)
Role Responsibility
Further to a recent restructure in the Treasury & Investments Team, within Kent County Council’s (KCC’s) Finance Division, we are pleased to announce the availability of a new post aimed at increasing the team’s capacity and future resilience. The new post is permanent, full-time, Accountant Level 2 (Treasury). The primary location for this post is Sessions House, although the post currently involves working from home, with some office working as required at Maidstone. Both internal and external applicants are welcome.
The Role
Yoiu will be responsible for assisting with the provision of the treasury management service to KCC, three other local authorities and the Pension Fund. This involves the management of some £600m of investments and £900m of debt and ensuring the Council acts within the CIPFA Code of Practice for Treasury Management. A key accountability of the role is to assist the Principal Accountant (Treasury) with the investment and debt management activity for KCC, the Police and Crime Commission for Kent, Kent Fire and Rescue Authority, Swale Borough Council and the Kent Pension Fund in accordance with the Council’s Treasury Management Practices and the CIPFA Code of Practice for Treasury Management, in accordance with annual Treasury strategies.
Although this role does not have direct line management responsibility, you may have to provide supervision and support to other staff from time-to-time.
You will be a Part Qualified Accountant (CCAB) and/or with proven ability to do the job. The post holder will be required to have a knowledge of investment and debt instruments, the transaction processes involved, as well as related accounting requirements including an understanding of financial controls. This post is considered by KCC to be a customer-facing position. The Council therefore has a statutory duty under Part 7 of the Immigration Act (2016) to ensure that post holders have a command of spoken English/Welsh sufficient for the effective performance of the job requirements.
